Division of Police Department

The Criminal Investigations Division includes multiple units that complement not only each other, but also serve to complement, assist, and support the Patrol Division of the Department. The units within the Division include the following:

  • Detective Commander
  • General Assignment Detectives
  • School Resource Officer/Juvenile Detectives at all of the Middle and High Schools
  • Detective assigned to the North Central Narcotics Task Force
  • Inventory/Evidence/Property Custodian
  • Administrative Assistant.

     

Development Engineering is responsible for:

  • Providing professional engineering services during planning, design and construction for development within St. Charles.
  • Administration of the stormwater management ordinance and the City’s land development & engineering regulations.
  • Coordination with the City’s Public Works Department regarding private development.
  • Administration of right–of–way permits.

Division of Public Works

About the Electric Utility

The St. Charles Municipal Electric Utility began in 1892, when the City Council unanimously approved a payment to Phillip Harvey of $520 for preliminary work on a lighting plant that would establish a City electric utility with capacity to power 1,500 incandescent lights. Soon after, the entire male population of St. Charles (272) voted by a 2/3 majority to approve the plan and invest $20,000 in the building and steam generator.

In keeping with long standing fire service tradition, the Saint Charles Fire Department holds a high regard for engaging, equipping, and teaching the public. Every member of the department participates in public education.

The public education team members are responsible for developing and implementing programs as well as teaching. We offer programs and classes such as elementary school assemblies, the Vial of Life program, CPR certification, and fire extinguisher training. The City created the GIS division in 2004 to manage geographic information and operate as a centralized unit in the Information Systems Department. This governance model enables a uniform implementation of GIS services and applications. Division of Public Works

The Public Services Division of Public Works consists of full- and part-time employees in Streets, Stormwater Sewer, Facilities and Fleet Service Areas. This division falls under the direction of the Public Services Manager, AJ Reineking.

Division of Public Works

Public Works Engineering Division The Public Works Engineering Division is responsible for providing engineering services for the City related to streets, sewers, water, traffic and stormwater management in relation to pollutant discharge reduction.  Engineering Division staff plan, manage, design and oversee construction in relation to the City's capital improvement budget, as well as a variety of additional technical and professional services.

Division of Finance

The Utility Billing Division collects and processes utility payments from residents and businesses for utilities provided by the City of St. Charles, including electric, water and sewer. This is also the place to go to set up a new utility account, transfer service, register to vote, purchase refuse bags or tags, replace recycling bins, and absentee vote. Their knowledgeable, friendly staff are ready to help with any utility needs.
